I've been expecting replies to tell you that the article should have told you that draft control is for ground ENGAGING implements, not ground contact implements: I'm almost sure you'll be told that a soil levelling blade does not engage the soil sufficiently for draft control to work.
You don't say what tractor you have: some require the clutch to be engaged (i.e. foot off the pedal) for the hydraulic pump to work whilst later tractors have "live" hydraulics where the pump is driven continuously.
You'd benefit from reading an operator's handbook for your tractor.
