The fuel shut off shaft located on the end next to mounting brackets will only shut off the engine,(Ithink). The throttle located on the end next to injector lines if the nut is tight and turning the shaft, the problem may be inside the cap, the shaft has a little arm located on it and a spring is attached to another shaft that advances or decrese the speed of the engine, your best bet is to take the injector to a injector shop,
