MF-202 hydraulic arms will not go down

I was wondering if anybody knows how to fix this problem I am have with this MF-202 that the arms of the hydraulics will not go down.I have replaced the pump and made shore that the levers werein front of the rollers when putting the top cover back on. Can anybody help thanks James
