That is called a Thermostart Alfred, its used for cold weather starting, it basically ignites a small charge of fuel in the inlet manifold which is drawn into the engine. To operate, turn key anticlockwise to 1st position (heat), hold there for about 15 seconds, turn further clockwise to heat/start position.
For normal starting turn key clockwise. HTH :)
