Make sure that the transaxle is properly filled with grease. It may have run dry. Fill it and let it soak for a few days. That may allow it to break free.
If the bearings at the input or brake shafts have somehow frozen because of mosture, you might try injecting a bit of light lubricating oil under the lip of the oil seals where the shafts enter the housing, taking care not to break the seals, as the rubber may be brittle.

When the lubricant has had time to soak in and/or the transaxle refilled, try turning the input shaft while you attempt to change gears. Do not put a great deal of stress on the input shaft with the transmission locked, as that could cause internal damage.

If the tractor is raised so that both wheels are off the ground, I would think it normal for one wheel to go backward when the other was rotated forward, and visa versa. This is the normal action of the differential when the transmission is in gear.

Lastly, it is possible that the brake on the transmission is frozen in the ON position. That is the easiest problem to cure. Check and make sure that the breaking strap is not locked on.

I wish you luck. I have an MF 12 with a belt varispeed drive, which recently went out on me.
