Do any of the wires get warm when you try to start the tractor? If any of the wires get warm you could have a bad connection somewhere. If it is belt driven make sure the belt is not slipping.You may be able to adjust the tension. If none of these ideas find the problem remove the starter and get it tested. It may have a short in the armeture causing to draw to much juice. If the motor runs fine like you say the starter is likely your problem.Good luck.
