the belts need to go thru a break-in peroid and they should seat themselves into the pulleys,if after a while they still don't obtain full range of speeds,you will need to adjust speed control,this should be in your manual,if you don't have a manual e-mail me with address and I will copy pages needed for adjustment and mail to you Jack
