This way will work on B&S engines and others___ loosen the gov shaft arm clamp, move throttle dash control to full speed, now push gov arm in the direction that opens the throttle to full wide open ( hold it there ). Note what direction you push the arm, now turn the gov shaft the same direction and tighten the arm clamp. With the briggs 11hp both get turned CC. For this to work the throttle must be in the full open at adjustment, also don't force the turning of the gov shaft, you just want to get the slack out. If force is used you can get gov surging problems. top RPM on the B&S 11 is set by bending the linkage at the gov spring, you will need a tack. Hope this helps > Stephen
