I used to have one of these. When I first got it
(used) the clutch was not working too well. I took it apart. You have to hook the hanging arm into the notches so that when you pull the knob, the parts on the drive shaft spread apart from each other. (this squeezes them against the clutch material. IT IS POSSIBLE to get the hanging part on backwards. It also is possible to get the parts on the shaft the wrong way, and they won't spread enough. I think you want about .015 inch gap at the clutch material when the mower is not running, then the clutch material should squeeze tight together when you pull the knob.
Another thing I did when I had it apart was to get some old dried grease out of the 2 ball bearings. They did not turn easily, and would make the hanging arm try to rotate (to the side).
Replace the old grease with some new grease to free it up.
