Sounds like you have a 2 belt type there. One belt goes from the engine pulley to the top of the double pulley on the deck. That's the deck belt. Then you have another belt that drives the blades. It should be on the bottom of the double pulley on the deck and should not go to the engine. That one is the blade drive belt. The belt you describe going to the rear axle sounds like the transaxle drive belt and has nothing to do with cutting.
: can any one help me ,,i have a craftsman 14 horse koeler motor,,42inc. cutting deck.i need the belt size and a way to put it on. i allready bought one i thought was right. it seems to long. i dropped the deck and there is a diagram under the floor board.it is'nt right ,it says to go around the drive pully around the rear axle. there is not an extra pully for it,only the drive pully is there. there is a pully under the motor and a pully un top of each deck, and a double pully in the center of the deck. any one please help to keep this a happy home,{wife wants it done so i can mow} lol
