let's start with the low cost basic maintenance items: new/clean engine air filter, drop carb boewl to clean out any trash/water, inspect all fuel lines for soft spots/collapsing, new OEM fuel filter, Good flow from fuel tank/pump (chk by pulling fuel line off at carb - crank engine - catch fuel in jar), remove engine shroud sheet metal to clean cooling fins, drain/fresh fuel in tank.
After doing all that, retest. If still probs, post back with engine make/model details and best specific description of trouble...and what procedure/specs used to adjust valves.
