Did you prefill new filter with oil & run eng at idle for 5 min/more to purge hyd system of air as per owners manual? Hyd system may be air bound & it just takes time to purge system,if that doesn't cure problem,best thing to do is check with local cub dealer & get some pointers/advise from him as to possible cause(s) of problem.
