The first thing to do when you post a question,include make/mod# of eng.The only check valve on eng is the crankcase breather valve that hose connected to,might be stuck open/bad,if breather valve ok,then problem elsewhere on in eng,the 64 psi you read on compression is a little low & may be caused by acr,compression gauges can be inaccurate on small eng due to action of acr,a better test is a leakdown test,this way you can hear/feel internal leakage in eng.Possible cause's of eng not running,sheared flywheel key,leaking/blown head gasket,stuck valve,chunk of carbon between valve/valve seat,loose valve seat,loose rocker arm,bent or mushed pushrod,broken ring(s),cracked piston,bad acr.Best thing to do is get a service/repair manual for eng,and give same a through check out,you'll probably end up pulling head at the very least.
