The hydro disconnect might be under the seat, a la Murray (dunno anything about John Deere).
Before fussing with the starter, be sure whatever battery you're using is adequately charged and is holding that charge. Even new batteries can have bad cells.
Check the starter circuit from the battery all the way to the starter itself. Look carefully for looose and dirty (corroded) connections, pinched wires and such.
Take a close look at the starter relay (if JD has one) to be sure it's in good shape (no melted plastic!).
The starter *could* be bad -- cracked brushes, etc. Consider using jumper cables to directly connect the starter to a battery, bypassing vehicle's wiring. This maneuver can be tricky...
And while this is a longshot, leave no stone unturned: Be sure the engine feels right when you turn it over by hand, that compression seems about right and there's neither too much or too little drag on the components.
