the park brake disc shaft runs off gears ahead of the wheel axles and diff. Result is that with the rear wheels up on jackstands, a wheel can still turn with the brake disc held still. The diff allows that "freewheeling" effect.
but yes, there is an outside chance that the disc brake shaft has become disconnected/broken within the tranny case, but finish the brake adjustment and test it's action per the manual with tire on the ground.
