If voltage at battery doesn't start to rise to 14-14.5v at battery with eng running at max rpm as rcbe said,check your owners manual for a wiring diag,if eng a briggs depending on alt/chargeing system used on eng,some eng had an inline fuse on alt output at eng,holder may look like a plug in connector,but has a fuse in it(usually white/black plastic body)or fuse/fuseholder may be part of wiring harness,wiring diag in owners manual may/may not show this fuse.
