the rear (driving) tire have a key (usually a short length of square stock) that fits in slots in both the axle shaft and the wheel hub - both rear tires.
It's very easy not to notice those keys when removing a rear tire and then re-assemble minus that key. The shaft then just turns inside of the hub when tranny is engaged - no forward or reverse motion.
chk your machine foe both rear axle keys in place.
