If eng is a briggs intek or vanguard V twin,fuel pump located on #1 cyl shield,pump is operated by crankcase vacume & connected to valve cover on #1 cyl,check line between pump & valve cover that same isn't dried out/cracked & pump loseing vacume,also check line from tank to pump for cracks/air leaks or replace fuel line(s),if you still have a problem,replace pump.
