Al - There's a couple things that it could be. One is the PTO switch itself. Check the connections for corrosion.
Also, the seat switch could be the problem. If it has come loose or is not being actuated when you sit on the tractor -- or if the switch is bad, the tractor will start, but the PTO won't engage.
Possibly a fuse is bad, you might want to check just in case.
One other possibility I can think of would be the clutch adjustment for the PTO. I don't have the specs for your particular tractor, but this usually involves using a feeler gage and adjusting the tightness on three nuts around the circumference of the clutch plate to achieve the proper gap.
