Is this one of those transmatic transmissions?
If so there is no key. It has 2 flat sides on the end of the axle that match the rim.
These rust freeze on all the time . I made a puller to get wheels off of this type of axle.It takes like ealier posted lots of penatration also lots of heat and a boat load of sweat and patiance.Sometimes they still will not come off
There was a gent in my shop the other day who couldn't get his off. He gave up and cut the axle (his rearend was shot) put the wheel in a 400 pound press and still couldn't get the axle to budge.
You can take the rearend out split the casing and take the rearend apart ( they are fairly simple) so you have the axle and wheel only and pound the axle out of the rim. JUst make sure you put the bolt back in the end of the axle threaded all the way in so you dont ruin the threads in the axle while you are beating on it.
