I'm assumeing you're talking about rear wheel,if so same usually has a sq key or woodriff key connecting tire rim to axle shaft,key & rim are probably frozen to axle due to rust,best thing to do is jack up side of tractor up you're trying to remove wheel from,get so pb blaster,liquid wrench etc & feed same into space between rim hub & axle shaft let set 10 min-1 hr,try removing rim,if it still won't come of,apply more rust penetrant,you may have to do this 2-6 time,it is a slow process,when you try to remove rim/tire,rock tire from side to side while trying to pull straight off,this may allow you to "walk" rim off axle,in any case DO NOT use a hammer to pound on rim trying to remove same,you can pop snap ring off end of axle inside of trans & axle will come out of trans or you may bend/damage rim,it just takes time/patience,
