From what you describe,problem could be a leaking/blow head gasket(common problem on many mod briggs ohv eng)leaking float valve in carb,flooding eng & diluteing eng oil or possibly a sticking valve due to carbon buildup on stem,goto ebay & search item# 330464232689,this is a cd that covers service/repair of most/all current briggs 1 & 2 cyl eng(same cd I use)will tell you how to disassemble valve train/remove head & anything you need to about repairing eng,along with torque specs & text/pics on how to set clearance on valves.Before removing head you might want to do a pressure test on eng,bring piston to tdc(both valves closed),block flywheel or lock eng shaft so piston/crank can't move,make/buy a spark plug/air line adapter & install in plug hole,connect to at least 100# air source,if you have sticking/leaking valves you'll hear/feel air out intake/exh,if rings leaking,you'll hear in dipstick tube/out crankcase breather,if head gasket leaking/blown,you'll hear/feel air around head/block.
