If your tractor is a gear shift type, make sure shifter is in neutral and park brake not on or sticking. If a hydro, pull rod at back of tractor to disable hydro tranny and again park brake off or not sticking.
If not sure what you have, look in cavity under tilting seat - find full model # (917.xxxxxxxx) and post it back here.
