been washing it with garden hose? If so, makes for a lot of corrosion at electrical connections. Worse yet is a power washer.
First,disconnect negative (ground) lead at battery post. Then - in sequence - disconnect every other starter circuit connection point including chassis grounds, starter relay, start switch, starter. Clean ALL connection surfaces to bright metal with sandpaper/emory cloth - one at a time - reconnect - leavin battery ground post for last. try start again.
If no luck, remove new tractor battery. Take to qualified shop to verify it can pass a LOAD test.
If battery checked good, try using jumper cables from your tractor's battery directly to starter. If starter turns, chk for safety switch/relay failure at seat, Brake pedal, PTO. if all OK, replace ignition switch and verify main wire hare fuse still good.
good luck. Use compressed air or leaf blower to keep machine clean in place of water.
