Posting mod# of tractor & make/mod of eng would he a help,as we can't give you much help without info on tractor/eng.First did you check for spark when trying to start,before/after replaceing plug,also what shear pin,do you mean flywheel key?? To check for spark have someone sit on tractor & crank eng,check for spark,if no spark,then locate & disconnect ign kill lead from ign sw at eng,crank eng,if you have spark now,then problem in safety sw's/wiring on tractor,still no spark with kill lead disconnected,if eng has an oil pressure sw,disconnect sw,crank eng & check for spark,if you have spark now oil sw bad or filter plugged/restricted,no pressure sw on eng & no spark ign module bad or kill lead shorted to block/sheetmetal on eng.IF you have spark when cranking with/without kill lead disconnected,put a spoonfull of gas into plug hole,install plug,try to start eng,if eng fires/runs then problem in fuel system,plugged fuel filter,bad/weak fuel pump(if eng has)dirt/water in carb bowl,main jet/internal passages,stuck float,dirt in inlet passage plugging float needle seat,fuel shutoff sol that's bad,no power to same,plunger stuck/frozen in same or an air leak where carb bolts to eng.IF eng won't fire/run after putting gas in plug hole,you probably have an internal eng problem,leaking blown head gasket,stuck valve(s)leaking valve due to carbon on valve face/valve seat(s).IF YOU REPLACED FLYWHEEL KEY,before doing any testing/checking,remove plug & put finger/thumb over plug hole,crank eng & check for compression,if you don't have compression,then something stuck/broken in eng,I suspect you may not be telling us everything.
