First of all, replacing the starter motor on a Honda Harmony is rather difficult and very expensive. You must pull the flywheel in order to access the bolts holding the starter to the motor. Pulling the flywheel is not an easy task, since it requires a special "three bolt" puller rather than the "two bolt" puller used on most other flywheels. I had no luck finding a "three bolt" flywheel puller, but had to fabricate one from an auto harmonic balancer puller. If you succeed in removing the flywheel, be prepared for the cost of a new starter - over $300. OUCH!
If the old starter isn't locked up, you can probably get by with replacing only the starter clutch assembly. That will still cost you @$150.
Good luck. Jim
