If this is a twin opposed L head eng-Did you do a static adj on gov arm/gov shaft? If eng has older style gov spring detent plate with 5 holes, start with spring in center hole, then move to l/r holes to increase/decrease max eng speed,if static adj done & spring in correct hole and still no throttle response, best thing to do is goto ebay & search item# 160368838078,this is the same cd I use for my briggs engines, gov repair, gov setup, throttle plate setup & throttle cable setups well covered in drawings & text.
