I know this fix sounds too simple to be true, but it happen to me. After replacing a defective pto relay on my Cubcadet Kohler the pto would still not engage. After much metering etc., I was about ready to replace the pto clutch, when I discovered that I plugged the connector over the spade terminal on the pto wrong. Instead of the spade going into the connector, it was just wedged into the plastic connector cover. Once I plugged it on correctly everything worked okay.
