I ran into this exact problem last week.
Briggs has a anti-backfire fuel valve on
the bottom of the carb. This valve holds
the bowl on the carb. What it does is shuts
the fuel off to the main jet when the key is
turned off, preventing backfire.
When this valve fails it will not allow fuel
through the main jet, preventing starting.
Chek valve quickly, turn ign key, listen
for a click sound from valve. Unplug plug
from valve and check for 12vdc. with key on.
If you have voltage present, and hear no click.
Replace valve.
