Hello this may sound odd to you but I had the same thing happen to me when I worked for Montgomery Wards and what was happening was the actuating pins on the brake assembly were binding or hanging up,so I would step on the clutch/brake pedal and SLIP MY FOOT OFF SO THAT THE PEDAL WOULD JUMP BACK ,this would dislodge or free up the brakes and it would unjam the brakes.Just keep yourself away as the pedal can hurt when it comes back pretty fast
