looking at the govornor arm on engine, you will see on bottom if it it is clamped to a shaft. with the throttle on carb held wide open, loosen the govornor arm clamp just enough that it releases its grip on govornor shaft. grip govornor shaft with needlenose pliers and turn shaft counterclockwise till it stops and, hold it there while tightening up the govornor arm clamp. that should do it.
