Disconnect clutch plug to tractor wiring harness,set your voltmeter to ohms & see if you get a reading plugging leads into connector from clutch,if no reading,check for a bad/dirty contacts in connector,wires to coil cut/damaged due to being caught in mower arms,or tractor clutch mech,worn/broken due to rubbing on eng pulley/shaft,if wires ok to clutch coil,& no ohm reading(2-15 ohms)then coil connection(s) broken in coil assembly or coil open,if you do read resistance on coil,take 2 jumper wires from coil connector direct to battery & see if clutch works,if it does,then problem in wiring harness(bad ground connection or wire/connector bad)if clutch engages but blades don't rotate,problem in clutch & probably needs replacement.
