I'm somewhat like you,I've only worked on 1 honda & that was at least 25yrs ago,the type & construction of alt stator may/may not be the same as kohler,briggs,tecumseh,if you mean you are reading 12/13v at battery when running eng at 14-1500 rpm,you may be reading static voltage of battery & regulator,has cut out,due to low eng rpm or it may be going the other way,rect/regular may be bad & not cutting out,causeing battery to discharge thru alt stator when eng at rest,real way to find out is connect an ammeter between alt reg output & battery & see if it's chargeing/discharging battery at low rpm,you may have the voltage from alt/reg,but little/no current output at that speed.If you look in any of the service manuals for kohler,briggs & tecumseh,they all recommend running eng at 3000-3600 rpm to check charging voltage/current,this is due to the fact that you have a single magnet in flywheel rotating around field coils of alt stator,the ac voltage/current output is dependent on eng rpm,max output is usually between 3000/3600 rpm,you may have seen this effect on other tractors you or neighbors have owned if eng had a dual alt(AC for lites,DC for charging battery)when eng running at low rpm lites dim,as eng rpm increases,lites get brighter,same thing happening on part of of alt stator feeding rectifer/reg & below a preset output,reg is supposed to disconnect alt from battery.
