Remove air filter & see if filter soaked with oil,if oil soaked,check for an overfull oil level either caused by overfilling or a leaking float valve in carb,allowing gas to drain into crankcase from tank when eng running/at rest,diluteing oil/raiseing level(you may be able to smell gas in oil on dipstick)also check for a leaking fuel pump(if eng/carb has)if a leaking float valve/fuel pump,repair problem 1st,then drain oil & refill eng with fresh oil,also change filter(if eng has),if no problems with carb/pump check for a stuck breather valve,leaking/blown head gasket,worn/damaged or broken ring(s)you can also check flywheel key,may be bent/sheared,but in most case's if it is eng won't usually run,if air filter oil soaked,you usually flood eng as soon as you start cranking same,making it hard starting/rough running.
