Check battery with a hydrometer,try charging or jumping with a known good battery,if eng starts,connect a voltmeter to battey(disconnect jumper battery),run eng at 3/4-full throttle,voltage should rise(slowly) to 14.5v,if voltage doesn't change after several minutes,battery not being charged,check for a blown fuse on alt output/wiring harness,bad rect/regulator or alt stator,as far as turning eng by hand,remove plug & see if you can rotate eng 3 or more turns by hand,you may be running up against compression on compression stroke or if ohv eng,valves need an adj,if you still can't rotate with plug out,check for starter drive hung up in flywheel,if drive clear,then problem internal,if eng were seized you wouldn't be able to rotate flywheel at all.
