loosen the fuel tank cap and try the engine under load again - it might be the cap's vent stopped up.
didja ck the new plugs gap with a good gage? Fuel filter arrows installed the right way ? Fuel system completely drained and new fuel put in?
Beyond that, get ready to pull carb and THOROUGHLY clean it. May have some trash in the load circuit.
