One simple thing you can ck/fix loosen your fuel tank cap, see if tractor engine will then run OK. If so, have Lowe's replace cap that has it's vent plugged up.

If still no joy, contact store - tell 'em to bring you one that works... period. Lowes is usually pretty good about such - just be civil but firm when talking to the manager...
