cuppla possibilities:
1) carb fuel float not buoyant. if hollow metal type, remove ans gently shake close to ear - if you hear liquid sloshing inside, replace.
2) float valve bad or has a pc of trash in it. clean thoroughly snd/or replsce needle/seat.
3) if wquipped with fuel pump, make sure fuel is not leaking directly thru pump into crankcase
4) in any case, replace all fuel lines and install an inline fuel cutoff valve - and religiously use it.
Change oil ASAP in that engine - running with diluted oil will very soon trash it.
