There is a safety switch located somewhere in the brake linkage and you probably have a broken wire leading to or from it. Typically there are 3 switches in a system, one for the brakes so you don't start it without the brakes on, one in the seat so you don't operate the PTO while off the tractor, and one in the tranny, so you don't start it in gear.
