sounds like a short to ground somewhere in the pto circuit.
might try unhooking electric plug right down close by the pto clutch and see if the tractor at least stops blowing fuses.
If it doesn't, will take some wiring detective work with a VOM or similar to locate and fix the pto circuit short...
