If the belt isn't too tight and causing the pulley to turn, you may have a problem with the shifting mechanism. I had a similar problem on my Craftsman 12hp with a 6sp Foote transaxle. There were two spring-loaded check balls the size of BBs on mine. These slid into detent holes in the plate on the end of the shifter inside the transaxle. Water had entered my transaxle and the corrosion had created enough friction to dislodge the check balls, thus jamming the shifter. I took everything apart, cleaned and reassembled it, and it works fine. It was a pain in the neck, but well worth not having to fork over the cash for another transaxle........
