YOu need to give more detail. There are 2 belts - one for the blades and the other for power (drive) to the wheels. Test one at a time. If you are losing speed in grass without the mower bladed engaged, your drive belt may need to be replaced or adjusted because it may be slipping. Or your transmission could have a problem or other mechanical problem could exist.
Test your mower belt separately. If the blades don't engage at all or slip after they are engaged it could be a slipping belt or other mechanical problem.
