I forgot about the possibility of tranny or belt pulley being locked up too.push clutch pedal in and lock it down to loosen up drive belt to tranny and, make sure the belt that drives the mower deck is loose(slack) too before turning engine by hand. with both belts loose if you cannot still turn engine by hand then, engine is seized up. if engine turns by hand easily without spark plugs in it then the problem is either in the tranny, mower deck spindles. or, one of the idler pulleys that belt travels thry is locked up.
