To answer some of your questions, yes you should be able to turn the flywheel by hand, but there should be significant resistance through the compression stroke. If you can't move it at all in either direction, try removing the spark plug. If you still can't move the flywheel with the plug out, it is either seized or you have a broken part locking up the motor, neither one is good. The starter should not be engaged with the flywheel unless you are actually trying to start the motor. The bendix gear is spring loaded to retract unless the starter is energized. If you have pulled the spark plug and the flywheel is locked up, you should know that the cost of rebuilding or replacing the motor is gonna be close to the cost of buying a replacement tractor.
