I am experiencing a similar problem. I know cars, but small engines have a few tricks I wasn't aware of and this type of "fuel pump" is one of them.

I made the mistake of hurriedly disassembling the fuel pump in the yard yesterday and I may have lost one of the springs.

When you say two springs, do you mean two small copper colored springs? Or is it one small copper colored spring and one larger diameter silver colored diaphram spring?

I guess that I am out $16 for a kit from smallenginepartswarehouse.com if that is the case.

Not sure why this thing isn't drawing fuel, but I can siphon (and swallow a little) gas easily to the carb - but it doesn't seem to be pumping it.
