The belt may be in the correct location, but I'd bet you will find that one of the pulleys isn't spinning because of a crapped out bearing. With the engine off. plug wire pulled off, reach under the tractor with the belt off and spin each pulley and see if they all spin freely with no grittiness feel, or rough spots.
