The stator under the top of the flywheel spins magnets past a coil of wire as it spins, generating electricity. Forgive my lack of expertise on the details, but I think the electricity is AC current, gets changed to Dc current, is regulated and sent to the battery. Lots of things can go wrong, but most common is a bad voltage regulator, or a bare wire shorting out, or a loose grond wire connection to the frame.
