I had a Kohler 18hp awhile back that the fuel pump was incorporated into the valve cover, a simple diaphram pump. Had the same issue because the diaphram failed. Although it diluted the engine oil with gas, the problem progressed rapidly to the point the engine wouldn't run- so no engine damaged resulted. Was a cheap and relatively easy repair to make.
Does your 16hp have the same setup?
Davey is correct- check the simple and easier things first
