Good possibility that they are related. Your PTO clutch should have a gap of around .018" to .020". If yours is at 1/8" as you indicated, I'm amazed it works at all. Close the gap and your PTO should stop slipping. I can't tell you if that will resolve the charging issue, but it sure won't hurt.
