Prob could either be a stuck inlet needle or, float has pinhole in it. when you take carb apart, remove the float and shake next to your ear. if you hear fuel shaking around inside it, its bad. other than that, you prob just have piece of dirt on needle tip or seat. blow with compressed air at low pressure and use good carb cleaner to remove any gummy stuff if any is there. good luck.
